Widow Sues City After Police Fatally Shoot Husband

NEW ROCHELLE, N.Y. — Three days before he was fatally shot by police called to his apartment to get him psychiatric help, artist Samuel Cruz told a friend he “hit his sister, Maribel, in the head with a hammer” and she was “lying on the floor dead.”

Once police determined Maribel was unharmed and Cruz could not immediately be found, they left his apartment despite another friend’s plea that Cruz, 48, be hospitalized, newly released police records show.

Nearly 100 pages of police records obtained by The (Westchester County, N.Y.) Journal News show that both police and Cruz’s relatives, friends and neighbors potentially missed opportunities to get him help in the days and weeks before the fatal encounter.
